NEC Annual Development Plan for fiscal year 2025-26 has been confirmed in a meeting of the NEC (National Economic Council) on Wednesday, 4th June 2025. The meeting was chaired by Pakistan Prime Minister Shebaz Sharif.
The NEC approved a total of PKR 4.224 billion as a national development budget for fiscal year 2025-26. While PKR 1,000 billion was assigned to the federal expenditures, PKR 2,869 Billion was allocated to provincial developments. It also confirmed a 2.7% GDP growth rate for FY2024-25 and aimed to achieve a 4.2% GDP growth rate for FY2025-26.
Moreover, the meeting also approved NEC’s 6-Point Agenda along with macroeconomic targets and frameworks for fiscal year 2025-26. It also gives approval to the 13th 5-year plan from 2024 to 2029, mutually aligning the “Uraan Pakistan Framework.”
Furthermore, all relevant ministries, provinces and development authorities are instructed to work in alignment with the ministry of planning to meet the target of the FY2025-26 development projects. The top priority sectors are Health, education, infrastructure, the water sector and housing in these development projects.
The meeting also shared a report on the country’s economic performance for the fiscal year 2024-25. According to which, a total of PKR 3,483 billion was spent on the Annual development Plan, while PKR 1,100 billion was spent on federal and PKR 2,383 billion on provincial expenditures.
Meanwhile, from July 2024 to April 2025, remittances increased by 30.9% and for the very first time, the current account balance remained in surplus at $1.2 billion, marking a reduction of 2.6 % in GDP growth rate, which indicates a balanced surplus of 3% of GDP.
The meeting also discussed the policy rate that has been reduced to 11% following government policies and measures. It further highlights that a total of 681 billion loans have been issued from July 2024 to May 2025 to the public. The GDP for 2024-25 is estimated at PKR 114 billion. Moreover, the meeting shared the details of national development projects approved by CDWP (Central Development Working Party) and ECNEC (Executive Committee of the National Economic Council).
At the end of the meeting, PM shehbaz Sharif applauded all the participants for consensus agenda items and called it a key to Pakistan’s bright future. He also congratulated all on Pakistan’s historic victory in “Marka e Haq” on May 10, 2025, while addressing India’s narrative against Pakistan, calling it “irresponsible and a threat to regional peace and security.”
