A Memorandum of Understanding (MoU) was signed in Islamabad between the Chairman of Rawal Institute of Health Sciences (RIHS), Khaqan Waheed Khawaja, and State Life Insurance representative Dr. Saleem Akhtar. The agreement officially marks the launch of the Awami Health Card Scheme, establishing it as a resource for accessible healthcare in underserved areas.
Healthcare Benefits and Coverage Details
The Awami Health Card Scheme provides comprehensive coverage for families, who can subscribe by paying an annual premium of Rs 12,500. Each enrolled family will receive a health card linked to the NADRA database, enabling them to access treatments worth up to Rs 1 million per year at selected private hospitals. Four package tiers are available, offering coverage of up to Rs2 million annually and including premium amenities such as private rooms.
Healthcare Services Covered by Awami Health Card Scheme
The Awami Health Card Scheme is designed to cover a wide range of critical healthcare services, including:
- Angiography and Angioplasty
- Cardiac Bypass Surgery
- General Surgeries
- Gynecology and Urology Procedures
- Pediatric Surgeries
- ICU and NICU Care
- Dialysis and Endoscopic Procedures
- Indoor Treatments including ENT procedures
As part of the package, patients admitted under the scheme will receive medications and lab tests at no additional cost. This coverage addresses significant healthcare gaps, as many public hospitals lack specialized equipment, such as PET scans and CyberKnife machines.
Phase-Wise Implementation and Expansion Plans
To roll out the scheme effectively, the government will issue 5,000 health cards in the initial phase, followed by an additional 35,000 cards in the next phase. Furthermore, six new healthcare facilities are set to be established in Islamabad and AJK within the next year, further expanding access for cardholders.
Discounted Services for Cardholders
While the Awami Health Card Scheme primarily covers inpatient treatments, cardholders can also benefit from discounts on outpatient services. The scheme offers a 40% discount on consultations and a 25% discount on laboratory tests at partnered hospitals, providing further cost savings for routine healthcare needs.

According to Khaqan Waheed Khawaja, Chairman of RIHS, approximately 85% of patients in Islamabad lack access to basic medical treatments. The Awami Health Card Scheme aims to bridge this gap, ensuring that residents have access to critical healthcare services. Co-Chairperson Saleha Khaqan emphasized that the program is designed to build trust between the public and the health sector by providing affordable, high-quality medical treatments.
