The Ministry of Hajj and Umrah has introduced significant updates to the new rules and regulations governing the temporary work visa Saudi Arabia. One of the key changes in these new rules and regulations is the extension of visa validity, allowing holders to stay for up to 90 days, with the option to extend for an additional 90 days. This extension provides greater flexibility for seasonal workers, particularly during peak periods of Hajj and Umrah.
This reform, approved by the Saudi Cabinet, is part of a broader initiative to align visa policies with labor market demands while enhancing the flexibility of the private sector. The Saudi Press Agency (SPA) noted that the revamped temporary work visa Saudi Arabia will now cover a longer timeframe, from Shaban 15 to the end of Muharram, approximately February 14 to July 25, 2025 under the new rules and regulations.
Additionally, businesses operating during the Umrah season will benefit from easier access to these temporary work visas, streamlining the process of hiring seasonal workers. Stricter governance and transparency are also being implemented, with set timeframes for completing visa procedures. A signed employment contract and mandatory medical insurance will now be prerequisites before issuing a temporary work visa Saudi Arabia through Saudi embassies and consulates abroad.

To prevent misuse, authorities have introduced significant penalties for violators. Companies found guilty of selling temporary work visas could face fines of up to 50,000 Saudi riyals and be blacklisted from offering Hajj and Umrah services for up to five years, with the possibility of both penalties being imposed concurrently.
These new rules and regulations will take effect 180 days after approval, giving businesses ample time to adjust to the updated system. The goal is to ensure smoother operations and minimize disruptions during the Hajj and Umrah seasons.
