Hajj 2025 Pakistan private pilgrims limit has been announced. Hajj is one of five fundamental pillars of Islam. Every year, millions of Muslims across the world come to perform Hajj in Saudi Arabia. Pakistan, this year, received the highest quota of hajj from Saudi Arabia.
Pakistan and Saudi Arabia signed the annual hajj agreement in January, according to which 179,210 Pakistani pilgrims were permitted to perform hajj in 2025. Later on April 16, 2025, the Pakistani ministry stated on Radio Pakistan that only 90,000 pilgrims would perform Hajj under the government’s scheme policy.
However, according to the notifications issued on Thursday, 17 April 2025, by the Religious Affairs Ministry, only 23,620 pilgrims will be allowed to perform Hajj under the private quota policy instead of over 179,000 pilgrims.
The notification also noted some instructions for pilgrims. The list of service providers with a hajj 2025 quota has been updated on the Pak Hajj app and the website of the Minister of Religious Affairs and Interfaith Harmony, and all pilgrims can check the status of their application and contract on the website if they have made billing with registered service providers. The Pakistan ministry also instructed the service providers to give updated Hajj forms to pilgrims and to ensure, as per directives issued by the Saudi Ministry of Hajj and Umrah, that their visas get approval by April 18, 2025.
A second notification was issued according to which all pilgrims required mandatory vaccinations and information about Hajj camps set across Pakistan. “Temporary Hajj camps will be open for a few specific days in Hyderabad, Sialkot, Faisalabad, and Rahim Yar Khan, which will be informed on the Hajj Mobile App,” the second notice stated. It also added that Hajj pilgrims will receive their Hajj visa, air ticket, identity locket, and data sheet to be attached to the bag, and a free Zong SIM for use in Saudi Arabia, two days before their flight from perspective Hajj camps.
Although The Independent Urdu also reported that the question of what would happen to 67,000 pilgrims was raised during the meeting of the Senate Committee on Religious Affairs. The meeting was held by the Secretary of Religious Affairs, Senator Attour Rehman.
In the meeting he stated that our ministry has been informed by the Ministry of Foreign Affairs that Pakistan has a quota of 10,000 private Hajj, and it will not increase in any case. “Now what about the the 67,000 pilgrims who are left who will not be able to perform Hajj ?” he added. The committee was instructed to write a letter to the prime minister about this issue and request an audience.
