In this guide
The high salary work visa countries worth a Pakistani professional’s time in 2026 are the ones that publish a clear salary floor and a clear route. Germany’s EU Blue Card asks for a gross annual salary of at least EUR 50,700 in 2026, Estonia requires at least EUR 2,092 a month for most work permits accepted from 5 March 2026, and Canada ranks skilled workers on a 1,200 point scale. Portugal, which the 2025 version of this page praised for its job seeker visa, closed that route in October 2025.

Germany: the EU Blue Card and its 2026 thresholds
Make it in Germany, the federal government’s portal, sets the bar that other high salary work visa countries are compared with. It says the EU Blue Card needs a German or comparable foreign academic degree and a specific job offer that pays at least EUR 50,700 gross a year in 2026. Shortage occupations, such as doctors, nurses with academic training, engineers, ICT managers and teachers, qualify from EUR 45,934.20 if the Federal Employment Agency approves. People who finished their last degree less than three years ago can also use the lower figure.
- The card is issued for the contract length plus six months, up to four years.
- Holders can apply for permanent settlement after 27 months with A1 German, or after 21 months with B1 German.
- IT professionals without a degree may qualify with three years of relevant experience in the last seven and the lower salary floor.
Among high salary work visa countries, Germany is the most transparent: the thresholds are published every year by the Federal Ministry of the Interior, and the Blue Card can be applied for online through the Federal Foreign Office consular portal.
Estonia: average wage rule and fast decisions
Estonia’s Police and Border Guard Board says the general rule is that your salary must be at least the Estonian average gross wage. For applications accepted from 5 March 2026 to March 2027 that average is EUR 2,092 a month, with other coefficients of EUR 1,674 for start up employees, EUR 2,594 and EUR 3,138 for specific grounds.
- Find a job with an employer registered in Estonia.
- The employer obtains permission from the Estonian Unemployment Insurance Fund to hire a foreign national.
- Submit the application and pay the state fee.
- Expect a decision within 90 days and the residence card within 30 days after that.
A temporary permit can run for up to five years, one year more than the four year maximum of Germany’s Blue Card. That makes Estonia one of the few high salary work visa countries where a modest tech salary by European standards can still meet the floor.
Canada: points, not a salary floor
Canada is often listed among high salary work visa countries, yet it does not set one salary figure for skilled immigrants. Immigration, Refugees and Citizenship Canada runs Express Entry, where candidates who qualify for the Canadian Experience Class, the Federal Skilled Worker Program or the Federal Skilled Trades Program enter a pool and get a Comprehensive Ranking System score out of 1,200.
IRCC invites the highest ranked candidates in general, program specific or category based rounds. Language test results, age, education and a valid job offer or provincial nomination raise your score. Check the latest round on canada.ca before paying anyone who promises a guaranteed invitation.
Portugal: why the job seeker visa advice is out of date
Portugal’s official visa portal says Law No. 61/2025 of 22 October 2025 changed the rules. From 23 October 2025 consulates and visa centres stopped accepting job seeking visa applications and cancelled existing appointments. A new skilled job seeker visa will replace it, but applications open only after the government issues the needed regulation.
If an agent offers a Portugal job seeker visa today, ask for the regulation number and check it on vistos.mne.gov.pt first. Portugal can still be reached with a real job offer under a work visa, but it no longer belongs on lists of easy high salary work visa countries.

A note on Iceland
Earlier versions of this guide to high salary work visa countries listed Iceland with processing times and a digital nomad visa. We could not confirm current Iceland salary rules for third country workers on an official page for this update, so we have not ranked it here. Check the Directorate of Labour and island.is directly if Iceland is on your list.
