The Balochistan government has recently placed a significant number of individuals on the Fourth Schedule List Balochistan under the Anti-Terrorism Act (ATA). Although no official notification has been issued by the home department, many individuals have confirmed that their names have been added to the list. These individuals have been directed to report to the Counter Terrorism Department (CTD) and local police stations. According to reliable sources, the action was taken based on the recommendations of district intelligence committees.
Being placed on the Fourth Schedule List Balochistan under the ATA means that the individual is classified as a proscribed person. This designation comes with several restrictions, including a passport embargo, freezing of bank accounts, a ban on receiving financial support, and the cancellation of arms licenses. Additionally, those on the list face employment clearance restrictions, severely impacting their daily lives and economic opportunities.
Prominent figures such as the Baloch Student Organisation (BSO) chief Balaach Qadir Baloch, Secretary General Samand Baloch, and Information Secretary Shakoor Baloch have been among those added to the Fourth Schedule List Balochistan. Bohir Saleh Baloch, chairman of another faction of BSO affiliated with the National Party (NP), is also on the list. Balaach Baloch confirmed the directive to report to the CTD, though he and others have not yet complied.
The list also includes public figures like Abid Mir, an accomplished author, and Akram Dost, a social activist known for his involvement in rallies advocating for the recovery of missing persons. An anonymous official from the home department revealed that approximately 300 individuals, including 130 from Quetta, have been added to the Fourth Schedule.

National Party President Dr. Malik Baloch has raised concerns, claiming that as many as 3,000 people could eventually be added to the Fourth Schedule List Balochistan. He criticized the move, arguing that it unfairly targets innocent citizens, pushing them towards extremist groups like the Balochistan Liberation Army (BLA). Dr. Malik warned that this strategy could have adverse effects on the country’s stability.
