State Minister for IT Shaza Fatima Khawaja announced that Pakistan has made remarkable progress in the Global Cybersecurity Index 2024 Report by securing a top-tier position in the International Telecommunication Union (ITU) GCI. This achievement is a positive development for the country’s Information Technology (IT) sector.
In a press conference held in Islamabad, the minister revealed that Pakistan ranked 79th in the ITU-2021 Global Cybersecurity Index, but has now risen to the top-tier among the 46 leading countries in the latest report. The Global Cybersecurity Index 2024 report highlights Pakistan’s advancements in legal frameworks, technical capabilities, capacity development, and organizational progress.
“The Global Cybersecurity Index 2024 report demonstrates the significant improvements made by countries that have implemented essential legal measures, capacity building initiatives, and cooperation frameworks, particularly in strengthening incident response capabilities,” the report states.
The Minister outlined initiatives taken by the Ministry of Information Technology that contributed to this success, such as training youth in cybersecurity, a field that is gaining prominence for global job opportunities. Notably, she highlighted Google’s investment in Pakistan to manufacture Chromebooks locally.
Pakistan’s inclusion in Tier 1, the highest of the five tiers, places it alongside nations like the United States, Japan, Singapore, Australia, Saudi Arabia, and Malaysia. Shaza Fatima Khawaja emphasized, “Pakistan has performed exceptionally well in the latest ranking, showcasing our strong commitment to cybersecurity.”
Shaza Fatima Khawaja also acknowledged Prime Minister Shehbaz Sharif’s pivotal role in enhancing Pakistan’s global cybersecurity position, crediting his unwavering support and keen interest in the IT sector. She noted that the continuity of policies during both the PDM and interim governments has played a crucial role in this accomplishment.

She expressed gratitude to various departments, including the Pakistan Telecommunication Authority, Special Investment Facilitation Council (SIFC), Ministry of Planning Commission, Ministry of Defence, law enforcement agencies, and the Federal Investigation Agency (FIA), for their collective efforts in achieving this historic milestone.

Furthermore, Islamabad is set to transform into a “Model Digital City,” integrating advanced technology for residents. This pilot project will allow citizens to access over 150 government services through a new app, including services from the Capital Development Authority (CDA), Islamabad Police, health services, and educational institutions. An e-parking facility will also be implemented to enhance parking management throughout the city.
