CM Punjab Livestock Card Phase-I benefits and eligibility
On the Punjab Portal flagship page for the CM Punjab Livestock Card, the scheme exists to let farmers buy Wanda, silage and mineral mixtures for calf fattening through interest-free credit. Target scale on that page is 40,000 to 80,000 farmers (10,000 to 20,000 in year one with about 100,000 animals; 30,000 to 60,000 in year two with about 300,000 animals).

How Phase-I CM Punjab Livestock Card applications worked
The Portal instructed farmers to apply by SMS: send the CNIC to 8070 using the PLC format shown on the page (PLC, space, then CNIC). The published application period was 5 November 2024 to 11 December 2024. That window is closed. Anyone still circulating “send CNIC today” messages without a fresh Livestock Department notice is not quoting the Portal page we checked.
After SMS intake, the published design includes NADRA Verisys and NACTA checks, e-CIB credit screening, and physical verification of the farmer and animals (Urban Unit on the Livestock Department scheme summary). Eligible farmers then receive the card through Bank of Punjab processes described by the department, not through private agents.
Phase-II status after 14 October 2026
Radio Pakistan reported on 14 October 2026 that Chief Minister Maryam Nawaz Sharif inaugurated Phase-II of the Livestock Card scheme in Lahore. The same bulletin states that interest-free loans and other facilities will help farmers buy cattle feed, silage and mineral mixtures, that farmers repay the principal, and that the Punjab government bears the interest cost.
Secondary briefings quoted in private news sites add Phase-II animal counts, cash-withdrawal percentages and export MoUs. Those extras are not repeated here because they were not on the Radio Pakistan page or the Punjab Portal Phase-I page we could re-read. District livestock offices and Bank of Punjab branches only move after the digital checks clear. If your SMS was sent inside the Phase-I window and you never heard back, call 08000-9211 with your CNIC rather than paying a middleman who claims to “re-open” the file. The CM Punjab Livestock Card is a government credit product, not a private microfinance app.
Farmers outside Punjab, or those with only dairy adult stock and no eligible male calves or young stock under the published rule, should not expect Phase-I criteria to stretch on a WhatsApp promise. Always match your animal count and SPMS-9211 registration to the live department instructions. When Phase-II forms appear on the official site, bookmark the URL and ignore lookalike domains that drop the .gov.pk ending.
Scam warnings for the CM Punjab Livestock Card
- Government scheme registration does not require a private “processing fee” paid to an individual on JazzCash or EasyPaisa.
- Only believe SMS short codes printed on livestock.punjab.gov.pk or the Punjab Portal.
- Card issuance is tied to Bank of Punjab processes after verification. A stranger offering an instant Livestock Card for cash is not the scheme.
- Keep your CNIC OTP private. Official staff will not ask you to read a full OTP on a random phone call.
Women livestock farmers and joint family herds should still match the published animal and CNIC rules for the CM Punjab Livestock Card. If Phase-II introduces a different SMS format, only the Livestock Department site or 08000-9211 can validate it. Screenshot galleries on social media are not eligibility letters.
